Bonded, Good with dogs

found at WAS kill shelter. Penny made friends with another dog at the shelter and they became bonded ... River was really scared until Penny met him and made him feel better. they snuggled in the shelter and never left eachothers side. We pulled them together knowing they needed eachother. our goal is to have them adopted together. they seem to take comfort in eachother.
